Restart Windows Explorer

PowerShell takes things a significant step further than simple restarts and updates. This program allows you to start getting into the command line code.

To use it, follow these steps:

Right-click the Start menu and choose Command Prompt (Admin), then type PowerShell and hit Enter.

Step #2:

Alternatively, you could press the Windows Key + R and write PowerShell

Step #3:

Paste the following command into the window:
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage - DisableDevelopmentMode - Register "$($_.InstallLocation)\AppXManifest.xml"}

Step #4:

When the command has been executed, close PowerShell and open Explorer. Navigate through the menus until you reach "C:\Users\name\AppData\Local\"

Step #5:

Scroll down to the folder named TileDataLayer. Delete it. At this point, your taskbar should be working again.

Create a New User Account

If the taskbar still isn’t functioning, you can create a new user account. To do this, follow these steps:

Press Windows key + I to open Settings

Step #2:

Go to Accounts and choose Family & Other Users

Step #3:

Go to where it says Other Users and choose Add someone else to this PC

Step #4:

Choose I don’t have this person’s sign-in information

Step #5:

Select Add a user without a Microsoft account

Step #6:

Create the user, choose Next, and then make the user an administrator

Step #7:

Under Other users, find the new account and choose Change account type, then choose Administrator. At this point, you should be able to use this other account, and there, you should find a fully functional taskbar.
