Solved: Steam error “Missing file privileges” on Windows

The solutions below were written for Windows 10 and Windows 11 operating systems. However, they may work on some other platforms as well, such as older Windows OS, and Steam-specific solutions work even on macOS.

Method 1. Terminate the “igfxEm Module” process

The igfxEM.exe process is the executable file and component of the Intel Graphic Executable Main Module. It shows up in the Task Manager as the “igfxEm Module” and may interfere with Steam. You can safely exit this process and see if that solves your problems with a game not launching due to missing file privileges.

1. Right-click on an empty space in your taskbar and choose Task Manager from the context menu.
   
   
2. Stay on the default Processes tab. Scroll down until you find the igfxEm Module process and select it by clicking on it once. Terminate the process by clicking on the End task button.
